On December 8 at 9:42 AM, I sent the email to you below opposing the application for an
Accessory Structure/garage at 139 Grand Ave.
I just went on the ZBA Agenda update for tonight, and although I saw a letter from Marika
Murray and Colleen Morgan, both I believe posted twice, I did not see my email letter.
Will my letter be posted and provided to ZBA members before tonight's meeting? Please let
me know, as I have signed up to speak tonight, and would like to know beforehand. I do
have "standing,"as I own community property within 100 feet of this applicant's property.

This application for an accessory structure garage at 139
Grand Ave is not correct, as the property is in the city's
Historic District. The applicant has stated that the property is in the
ArchItectural Review District, which is incorrect.
Grand Avenue, from the corner of Franklin Street to the corner of
Beekman Street, is in the Franklin Square Area of the city's Historic
District. In fact, on November 13, 2017, the Planning Board issued an
unfavorable advisory opinion to the ZBA for the subdivision of 139
Grand Ave, in part because of its location in the Historic District. The
Planning Board wrote, "The entire property (not just structure) is a
contributing property to the West Side Historic District."
The current owners of 139 Grand Avenue just moved to Saratoga
Springs from South Carolina, so they may not be aware of the
significance and requirements of living in one of our city's historic
districts.
From the sketches the applicant has provided, it does not look as
though the proposed garage, with an office over it, is in scale with the
current height and size of the historic house or coordinates with its
architectural design. This is important, as the garage will be visible not
only from the front of the house, but also from the side of the house,
as the property is on a corner lot.
Also, since the applicant states that what is being proposed "keeps
with the character of the main house architecturally," it is requested
that additional sketches be provided that show the house and the
garage included on one sketch.
In addition, the application is not complete, as it does not
address the large variance that would be required to locate
this structure almost directly on the rear property line. The
required rear yard setback in the UR-3 district is 25 feet. The applicant
says that there is a curb cut on the rear property line, so therefore it
would be a good spot for the garage. However, this would totally
eliminate the rear yard setback and also place the garage almost on
the neighbor's rear property line. The property directly behind 139
Grand Ave, 132 Washington St, is currently for sale by an elderly
woman who, unfortunately, does not live locally to address this.
Both the proposed design and location of this structure would produce
an adverse change to the historic character of the neighborhood.

In reference to Trimble (Project #20200760) Area Variance:
We, as neighbors and property owners directly across Beekman Street at 143 Grand Ave,
fully support the Trimble project to construct an accessory building at 139 Grand Ave. We
have looked over the plans, and feel confident that it will be a striking improvement to the
neighborhood.
