HomeMy WebLinkAbout20200345 Guanill Residence Correspondence 12-18-20 r r REALTY November 22, 2020 Mr. Keith Kaplan, Chairman City of Saratoga Springs ZBA 474 Broadway Saratoga Springs, New York 12866 Chairman Kaplan, Since 2016 I have represented Rose Guanill when she has rented her apartment for a seasonal rental associated with the flat track meet at Saratoga. As I understand it, the apartment cannot get a Certificate of Occupancy without first receiving this variance. My concern is that if Rose is not granted this variance, not only will she not be able to rent the property going forward; she will lose the money she has already invested. Since 2016 Rose has collected $20,850 and she had waited four years to rent it to because the apartment didn't previously meet her standard. Since this time, she has invested substantial funds to furnish, provide appliances and retrofit the apartment. This amounts to an annual average of $5,212.50 per year it has been on the market. Most recently she rented the apartment for$6,200. At 74, if she were to rent the apartment for ten years, she could lose$52,125.00 to $62,000.00. On her behalf, I hope Rose is awarded her variance and we can continue to rent her apartment. First, perimeters for the search for William A. Moore single family (given the much larger amount of sales of single vs. two families), The scan included areas west of Broadway for single family homes and eliminating the majority of Re: properties near North Broadway. The two family scans were of the City itself, no neighborhood Appreciation boundaries given the more limited number of results. In the time period covered the single family properties found an average price of single families of$264,000 and an average market time of 98 days in 2012. In 2020 the average was $366,000 with a market time of 56 days. I have also attached a map for the single family search to note where the sales came from in both years searched. In 2012, the average two family, again entire City area found an average price of$225,000 and a market time of 110 days on the market, with 13 sales. In 2020 the search yielded 8 sales (please keep in mind that the search is basically thru October, versus a full year for 2012) and an average price of $392,000 and a market time of 26 days. Based on these perimeters the single family would show a general/average price of 39% and two families show an average increase in price of 74%. Please keep in mind these are averages and some comments below. The market for two and multi family properties have exploded over the past 5-7 years, which is obvious by the above reports. This can be said for single families and a recent report I ran for a client for stats for the area showed an average selling price close to $500,000 for single families within the City, but that is an average. There is a house, almost across the street from the subject of this report, that is under contract and was listed at$355,000.
