To: Members of the Zoning Board of Appeals Fr: Colleen Morgan 7 Dublin Square Lane Re: Opposition to Trimble Accessory Structure (garage), 139 Grand Ave. (Item 20200760) For the following reasons I oppose the building of an accessory structure (garage with above office space) at 139 Grand Ave as proposed and outlined in the submitted application - The application is both incorrect and incomplete. The property is located in the Historic District however the applicant indicated the property is in the Architectural Review District. As a contributing property to the West Side Historic District any accessory structure is to blend with the current size and architectural design of the historic house. However as proposed and outlined in the submitted application and sketches it does not look as though the proposed garage, with an office over it, follows such guidelines. Given 139 Grand Ave is a corner lot, the accessory structure would be visible from the front and side of the house, therefore reinforcing the importance of the need for the structure to blend with the size and design of the historic house. The application does not make clear as to whether the space is to be used for a Home Occupation or as a working space. Additionally, locating the structure as proposed, almost directly on the rear property line not only encroaches upon the provision of privacy of the neighbor but also completely disregards the necessary variance that would be required to do so, as a rear yard setback of 25 feet is required in the UR-3 district. In closing, although I support the building of a garage on the property, as there should be adequate space, I do not support the application as presented. I believe that contrary to what the application states, this structure, as currently proposed, would have an adverse impact on the historic character of the neighborhood, due to its proposed location and design. Hi Jennifer, thanks for the quick response and my apologies for not "batching" all of my questions! I do have a few additional comments. • Please see attached images from Zillow on address 139 Grand Ave. This home has two rooms listed as possible office spaces. • Since the building of this garage/office is centered around the pandemic I am concerned that the pandemic is going to eventually end and this 2-story structure will continue to exist. If the issue was truly pandemic related - it would be a temporary structure. • I have owned in Dublin Square for 10 years. I purchased my unit knowing the front of the home overlooked our parking lot and the back was my "view." I understand the visual impact is "minimal" to the owners and other neighbors, but this structure will be taking away from the only view I have. And with only a sliding door, and no windows downstairs, this is significant to me. • In regards to other feasible options, the owners do not mention if they can use a community workspace. From a quick Google search, it looks like there are multiple options in Saratoga: Saratoga Coworks, The Workers Club, etc. Have these or other locations been considered as a temporary solution during the pandemic? • It is also not mentioned in the application if the owners will have clients or customers coming and going from the residence. Hi Jennifer, I received a letter in the mail that 139 Grand Ave has applied for an area variance to construct a garage/office in their backyard. I have a few questions regarding the application. Number 6 of the application asks if a previous application has been filed for the property and they marked no. I could be mis-remembering, but I believe the previous owner, Zimmerman, tried to subdivide this lot earlier in 2020. Number 7 on the application asks to "check all that apply" and the "historic district" is not checked. Number 10 was not answered. Could you please clarify?
