Specifically, the address is 50 Crescent Street. The plan illustrates the general intent of the site development concept and the configuration for the major elements of the proposed design program. The Subdivision Application was compiled in accordance with Chapters 240 and 241, the City of Saratoga Zoning and Subdivision Ordinances. The owner is proposing to demolish the existing home and garage to facilitate the construction of single-family homes on two lots. Each home will connect to public water and sewer and each will have a driveway connection to Crescent Street. The total project site 19,192± sf or 0.44± acres of land. The tax map identification number for the project site is 178.44-2-1. The Applicant for the proposed development Homeland Properties, LLC. 2.0 SITE LOCATION AND CHARACTER The project site is located at 50 Crescent Street at the corner of Joshua Road along the easterly side. The 0.44± acre site has 156± linear feet of frontage along Crescent Street and 108± linear feet along Joshua Road. The existing site is comprised of overgrown underbrush a dilapidated single-family home and garage. Both are uninhabitable. 3.0 LAND USE AND ZONING The site is located within the UR-2 Urban Residential-2 zoning and is surrounded by other single- family homes. It is also located within the vicinity of Saratoga Spa State Park and the Saratoga Horse Track. 4.0 EXISTING UTILITY INFRASTRUCTURE There is an 8" watermain in front of the site along both Crescent Street and Joshua Road owned and maintained by the City of Saratoga Springs. Both new homes will connect to one of these mains. It is anticipated that 600± gallons of new water per day will be required to handle the new homes usage. The Saratoga County Sewer District #1 (SCSD) owns and maintains the surrounding sanitary sewer and both new homes will connect to the existing system. There is a 10' wide sanitary sewer easement along the entire front of the property on both streets. If necessary, the second lot will utilize this easement for sanitary connection. I"�c:t�,���r7 ik:�r�r�3. ���U 5.0 SITE DEVELOPMENT CONCEPT The development will include a two (2) lot subdivision and will include the removal of the overgrown underbrush and overgrown trees encompassing the footprints of the future homes. It will also include the demolition and removal of the existing single-family home and garage. A single-family home will then be built on each lot that will contain driveways to Crescent Street and fresh landscapes throughout. 6.0 OCTOBER 15, 2020 PLANNING BOARD MEETING At the October 15, 2020 Planning Board Meeting Sketch Conference, it was discussed to possibly have the driveway come from Joshua Road. With this submittal, there is an alternative layout that depicts this design labeled "Alternative Concept Subdivision Plan". With this design we have found the following deficiencies; there is not enough room to park a vehicle in the driveway without blocking the sidewalk, the vehicle coming out of the driveway on Joshua Road will potentially be backing up into the crosswalk, and the vehicle coming out of the driveway will be very close to the intersection of Joshua Road and Crescent Street. 7.0 AGENCIES AND APPROVALS REQUIRED A NYS Environmental Quality Review Act (SEQRA) coordinated review and approval process for the proposed development will involve but is not necessarily limited to the following interested or involved agencies at this time: a. City of Saratoga Springs Planning Board (Subdivision Approval) b. City of Saratoga Springs Water District (Lateral Connection) c. Saratoga County Sewer District (Lateral Connection) We have sent inquiries to NYS SHPO, NYSDEC and USFWS for archaeology and endangered species and are anticipating signoffs from each stating that there will be no impacts. ENVIRONMENTAL DESIGN PARTNERSHIP, LLP. 1.0 Introduction Homeland Properties, LLC is proposing subdivide an approximately 0.45 acre parcel of land into two single family residential building lots. The project site is located within the southeastern quadrant of the intersection of Crescent Street and Joshua Road in the City of Saratoga Springs, New York. The proposed site development includes the construction of a two single family dwellings, driveways and sidewalks. The project site is currently in the service districts for City of Saratoga Springs Water and Sewer and therefore is proposing the service connections from the City of Saratoga Springs sewer collection system and water distribution system to serve the proposed dwellings. This narrative presents a review of the design concepts and parameters of the sanitary sewer collection system and the water distribution system for the proposed development. 2.0 Existing Conditions The existing project site consist of a single parcel containing an abandoned single-family dwelling and accessory buildings. The existing buildings and associated driveway. The existing project site also contains brush areas throughout. The topography of the land is generally flat with the majority of the site draining to the southwest corner of the property and the remaining area draining toward Crescent Street. The typical slopes range from 2% to 5%. Elevations at the site vary between 312 and 315 feet above sea level. 3.0 Sanitary Sewer The proposed project will be served by individual sewer services connecting to the existing gravity sewer main located along Joshua Road. Lot#1 will connect to the existing lateral that serves the existing dwelling while the sewer lateral for Lot#2 will run from the existing manhole located at the intersection of Joshua Road and Crescent Street, through an existing sewer easement along the front of Lot #1 and to the proposed dwelling on Lot#2. 3.1 Hydraulic Loading The proposed development will consist of 2 Single Family dwelling units. Based on the Upper Mississippi River Board of State Public Health & Environmental Managers publication "Recommended Standards for Wastewater Facilities" (Ten State Standards — Wastewater) the hydraulic loading rate of 100 gallons per day per capita was used to calculated the estimated wastewater loading from the project site. This 8-inch gravity main is currently owned and maintained by the City of Saratoga Springs and has a capacity of greater than 400 gallons per minute. The proposed peak hourly discharge from the site will be on the order of 1.4 gallons per minute which will be less than 0.5% of the total capacity of the existing sewer main. The City of Saratoga Springs conveys flows to the Saratoga County Sewer District#1 trunking system and Wastewater Treatment Plant (WWTP). The theoretical daily discharge from the proposed project (500 gallons per day) is well within the Saratoga County Sewer District #1's trunking and treatment capacity. 4.0 Water The proposed project will be served by individual water services extending from the existing water mains located on Crescent Street and Joshua Road. Lot #1 will connect to the existing water service the served the existing dwelling on the property while Lot#2 will be served by a new service connection to the water main along Crescent Street. 4.1 Water Consumption It is anticipated that the water consumption for the proposed project site will be relatively equivalent to the hydraulic loading rate for the sanitary sewer. Based on these elevations the static pressures on site should be on the order of 78 psi to 80 psi during normal operating conditions. 5.0 Summary The proposed project will include service connections to the existing City of Saratoga Springs sanitary sewer collection system and water distribution system in order to serve the proposed development.
