Dear Ms. Farone, Mr. Birge, and other members of the Building Department and Planning Board, My name is Karen Bronson and I live at 13 Whitney Place, a home I built 20 years ago. The back of my house, including my driveway, garage, and back door all back on to Kearney Lane, directly behind the Wellnow currently under construction. https://m.saratoga-springs.org/h/printmessage?id=112261&tz=America/New_York 1/3 10/21/2020 Zimbra Two weeks ago I received a very brief communication referring to an application for 'signage' that would be on the schedule for last week's meeting. I conferred with neighbors who had received a similar notice, and we were not alarmed by 'signage', assuming that any new facility would require new signage. I was shocked last night when it came to our attention that there was within the proposal application also a request to allow ACCESS from Kearney Lane. I had NEVER been informed about that and instantly registered into the meeting that was in.process, late in the agenda, but did register a closing comment. It would be extremely unsafe and completely inappropriate to consider ACCESS from Kearney Lane. My neighbors and I have learned (often the hard way) what the dangers are back there and have been diligent about not only driving extremely slowly and carefully ourselves, but warning family members and visitors to our homes to do the same given the nature of the alley. Our fences have been hit, we have made reports of damage and other incidents, including mine upon encountering three teenagers LYING DOWN in the middle of the alley at dusk as I drove in several summers ago (tik tok challenge?) As recently as two weeks ago I was walking north towards Stewarts with my daughter and five year old grandson when a very elderly man in an old car came whipping down the one way the wrong way, having entered from Whitney despite the signage that is there. We almost got hit. I built my house knowing Kearney was a favorite thoroughfare for homeless who use it often as a walkway or pass through, sometimes inebriated and stumbling. I have made several police complaints after finding someone drunk sleeping on my back lawn, or congregating on the alley to smoke or drink. In addition, there are routinely bike people (teenagers, homeless, track workers) who enter the wrong way and ride fast down the lane. It is a miracle no one has been hit so far. Again, we know the dangers, but the thought of cars driven by those who may be feeling ill, or who are medicated and unaware of the nature of the alley, is terrifying, and truly an accident waiting to happen. There are many children on the alley, including my 5 grandsons who are frequent visitors, and three small boys up the street. Balls go out of our yards, and into the alley, and again, the thought of additional unaware traffic is terrifying. Any additional access would dramatically threaten the safety and wellbeing of our neighborhood as well as those who traverse it on foot or by bike. I would trust that a building request as clearly inappropriate as this would not come close to approval by those who are committed to the safety of our city and its residents. https://m.saratoga-springs.org/h/printmessage?id=112261&tz=America/New_York 2/3 • 10/21/2020 Zimbra It was very discouraging to learn about this unofficially last night when it was too late to attend the meeting. I trust we will be kept informed and included in this very important process and issue going forward. Thank you for your efforts on behalf of Saratoga and your attention to this urgent matter.
