This is insufficienf space to albw adequate maneuvering in this area. Assistarzt Ti�asurer Mike Van Patten.CPA SLPID's request is being made based on the reserved conditions in the permit and the lack of a clear record on full consideration of the navigation RecordingSec,etary issues. Neither application provided a map that iilustrated the position of the Qgboran���rco ' navigation channel, the bridge abutments or other docks in the area. As 518-G89-7057 : noted in SLPID camments of December 2019, the drawings did not reflect the supposed dock modifications that were agreed ta with 550 Union LLC, and the drawings were not stamped by a qualified professional. (Please see the attached project timeline). The entire _ _ ._.__ recard of the 550 Union LLC pians submitted to the city of Saratoga Springs show two or more layau#s inciuding revised site pians submitted November 21, 2019. A record of the comments by SLPID and the city of Saratoga Springs City Engineer noted that ' navigation around the dacks needed to be fuliy evaluated. Far public safety, merely being outside of the navigation channel is not sufficient ta protect boaters in the channe{ and boaters leaving the docks. The applications to the city of Saratoga Springs and NYSDEC did not provide illustrations of the lacations af the new docks and marine Services buoys. ' Standard navigation pratocol is for watercraft to operate to the right side of the channel. The right side of the channel is now adjacent to a row of docks at the Saratoga Marina. Bath facilities interfere with an outside channel space for use by nort-power boats. The proposed rearrangement by SLPID, made in July 2019, was designed to preserve the opportunity far the passage of nan- pawer boats. To mitigate the issues in the navigation channel a new dock arrangement should be required that provides sufficient space for safe navigation of all watercraft. Marine Services should mark the , channel to include more than one bridge span, and signage should be posted at the marinas to show the correct boat course for entering and exiting the marinas. Drawings for commercial marinas should clearly shaw the arrangement of docks, the navigation channel, length and width of the docks and distances from the docks to the navigation channel so that potential impacts can be fully evaluated. SLPID hopes that NYSDEC will consider our request and that an appropriate solution can be developed that protects all users of Saratoga Lake.
