The Saratoga Springs Preservation Foundation has reviewed the application to
construct additions at 207 Nelson Avenue.
Board of Directors
The circa 1860 Greek Revival residence is a contributing building to the East Side
Adam N.Favro Historic District listed on the National Register of Historic Places. The front porch

The Foundation does not object to additions made to historic buildings. It does not
object to a rear addition to the house since it will not be visible from the public right-
of-way. However, it has significant concerns about the proposed south and north
additions. The house first appears on the 1866 Beers Map (see the attachment with
various maps). The one-story south extension may be original to the house or built

shortly thereafter because it is shown on the map. The Foundation objects to the
demolition of the extension since it does not appear that it cannot be preserved. In
addition, the proposed south two-story addition will result in the removal of two
windows on the south elevation of the main structure.
The Foundation appreciates the examples of attached garages in the application.
However, many of the examples are not located in a local historic district and the few
examples that are located in a historic district were most likely built prior to the
district being established or are not comparable examples (see attached evaluation of
the provided examples). The Foundation does not object to the construction of a
garage. However, it objects to the proposed placement of the garage. It is preferred
that the garage be detached,placed further west on the lot, and have access off the
alley. The Foundation appreciates that challenges of the current condition of the
alley. However, others continue to use the alley to access their garages despite its
condition, which could be addressed in the future.
The Foundation appreciates the investment that the owner wants to make into this
property. However, the proposed north, south, and west additions in total overwhelm
the original main structure.

Evaluation of garage examples provided in the application for 207 Nelson Avenue
The following addresses are not located in the local historic district:
• 85 York Avenue
• 105 Ludlow Street
• 58 Fifth Avenue
• 83 Fifth Avenue
• 154 Lake Avenue
• 220 East Avenue
• 18 East Harrison
• 229 Caroline Street
• 87 Ludlow Street
There are three examples of attached garages that were included that are located in the local historic
district-204 Caroline Street, 173 Nelson Avenue, and 2 Mitchell Place. The attached garage at 204
Caroline Street was constructed in 1992,prior to my tenure at the Foundation, so I cannot speak as to how
it was approved. However,it is much farther back from the street than the proposed attached garage. It is
approximately 70' from the sidewalk and approximately 25' from the rear of the historic main
structure. Without access to the Saratoga Room at the Saratoga Springs Public Library,I cannot confirm
the date of when the garage addition was made at 173 Nelson Avenue. It is possible it was before the
historic district was established. Regardless,the attached garage is located on the secondary facade of the
house (George Street),which if a garage is to be attached is preferred rather than being visible from the
primary facade. Lastly,2 Mitchell Place is constructed on an alley and is in-keeping with the context of
the alley as it references a carriage house rather than a residence on a primary street.
As far as the references of street facing garages:
• 21 Fifth Avenue was a Colonial Revival built in 1935 with a single car garage,which was typical
of the period as the automobile had become popular.
• 12 Lafayette and 41 (mislabeled 40) George Street were built prior to the local historic district
being established and are non-contributing buildings to the district
• 135 (mislabeled 134) and 137 Lake Avenue— again without access to the Saratoga Room at the
Saratoga Springs Public Library,I cannot confirm the dates of the construction of the garage
additions,but most likely they were built before the local historic district was established.
• 117 and 122 Regent Street were carriage houses that served the houses on Circular Street so it is
not inappropriate that they have garage doors.
• Lastly,the garage constructed at 184 Phila Street was approved by the Design Review
Commission despite the Foundation recommending it be detached,be placed further south on the
lot with the driveway access from Nelson Avenue, and the garage doors face south.
