Ei Issued a Negative SEQRA Declaration on June 25, 2020 Ei Issued final subdivision plat approval of a 5-lot conservation subdivision as per the requirements set forth in the City of Saratoga Springs Subdivision Regulations with the following conditions: • Final subdivision plat and conservation easement language shall reference the Planning Board's Conservation Area and No-Cut Buffer Policy. • The final plat shall delineate the conservation area and provide physical markers and signage denoting this area and shall be reviewed and approved by the Chair prior to signing of the final plat. • Conservation easement language shall be incorporated into the property deed, approved by the City Attorney, and include reciprocal rights of enforcement by all property owners of the provisions of the conservation easement. • The final plat shall include addressing for the new lots per approval by the Department of Public Works. • Final plans shall be to the satisfaction of the City's Designated Engineer and the Department of Public Works. • In lieu of installation of pedestrian accommodations along the Louden Road and Bog Meadow Run frontages the applicant shall contribute$25,000 (inclusive of the required subdivision recreation fee) toward a feasibility study and/or construction of a publicly accessible multi-use trail on the North side of Louden Road. This amount was determined by the length of the Louden Road frontage and the construction cost per linear foot (LF) of a multi-use trail as determined by DOT and upon recommendation by the Complete Streets Committee and the City along with the Town of Wilton and ISaratoga County in furtherance of the shared long-term need for public trail connections in this area. • The Planning Board recommends that the City Council use the required recreation fee in lieu of dedication of recreational lands ($10,000) toward the design and/or construction of the Iabovementioned multi-use trail. The applicant is required to complete the following as per the City of Saratoga Springs Subdivision Regulations: • Deliver a letter of credit or cash escrow as a performance guarantee to the City for required on-and off-site improvements. • Submit a fee in lieu of recreational lands of$2,000 for each new residential lot per Appendix A of the Subdivision Regulations. • Submit two (2) mylar and two (2) paper copies of the final approved subdivision plat for signature by the Planning Board Chair. 20200518 Louden Road Subdivision Page 2 • File the signed final subdivision plat with the Saratoga County Clerk within sixty-two (62) days as provided in Article 3, Section 32 of General City Law. This approval shall expire if not enacted within 180 days as set forth in the City of Saratoga Springs Subdivision Regulations Article II, Section I. D.15.
