Saratoga County,New York. The Phase IB archeological survey consisted of hand excavation of 237 screened shovel tests in three areas. Beginning with the section of the project area along Gilbert Road, 147 shovel tests were conducted, followed by 44 shovel tests along Kaydeross Park Road,and 46 shovel tests along ' Union Avenue. While two 19th century ceramic pipe bowls were recovered from a test pit along Gilbert Avenue,the majority of cultural material encountered was modern trash and debris consistent with fill from road construction. ' Almost all of the testits excavated alongKaydeross Park p y Road and Union Avenue showed ' prior disturbance,presumably related to sewer and utility i a'ta11 ations within the roadside rights-of- way. Due to the preliminary stage of development final alignments for the water transmission main have not yet been established. l [u Che.iivl ecological testing may be needed after a review of the final project plans. 1 Landowner permission was not granted to test the :i I i m ent between Kaydeross Park Road ' and Saratoga Lake. This location is close to Vistas on S ratoga Lake Locus 1, a National Register Eligible Native American archeological site. January 2001 I 1 Phase IB-Archeological Survey-Saratoga Springs Water 1 INTRODUCTION Hartgen Archeological Associates, Inc. was retained by Barton and Loguidice Consulting Engineers to conduct a Phase IB archeological survey for the proposed 20,000 linear feet raw water ' transmission main and pumping station in the City of Saratov>a Sprinirs, Saratoga County,New York (see Map 1). The Phase IA literature review and archeological sensitivity assessment report was completed in August 2000 and the Phase IA submarine section report, detailing underwater investigations, was completed in October 2000. PROJECT DESCRIPTION Location The proposed raw water transmission main and pump station are located within the rural portion of the City of Saratoga Springs, drawing water from Saratoga Lake. ' Description The proposed raw water transmission main originates with a 30"PCCP intake conduit under the surface of Saratoga Lake linked to a 12 million-gallon-per-day raw water pumping station on the northwestern shore of the lake. From the pumping station there is approximately 20,000 linear feet of transmission main following a general northerly route along Union Avenue,NYS Rte.9P,Gilbert Road, and Weibel Avenue where the proposed transmission main terminating at the existing water main from Bog Meadow Brook Pump Station. Sections were tested along Gilbert Road,Kaydeross Park Road, and Union Avenue(see Map 1). SUMMARY OF PHASE IA LITERATURE REVIEW AND ARCHEOLOGICAL SENSITIVITY ASSESSMENT ' A site visit was conducted on July 12, 2000,during which the entire length of the proposed project was observed for evidence of prior disturbance and evaluated for shovel testing. Phase IB testing is recommended with a total of 300 shovel tests focused in two sections of the project area. 1 Since the exact location of the transmission main has yet to be determined it is necessary to test along both sides of the roadway, except in those portions previously tested during the Saratoga County Sewer System survey. ' ARCHEOLOGICAL FILL I) II'\-'ESTIGATION 1 Field Methods The archeologicaltc,.�n ��>>,, uctedbetweenNovember20_72 _000 along Gilbert Road. Further testing was done or \oN,eml-,cr 27. 2000. for Ka)deross Park Road and on November 28, 2000, for Union Avenue. The Gilbert Road field crew consisted of Justin DiVirgilio, John ' Wilkinson, Angela \Iarkessinis, and Doug Gagnon. For the Kaydeross Park Road and Union Hartgen Archeological Associates,Inc. January 2001 1 Phase IB-Archeological Survey-Saratoga Springs Water 2 Avenue sections Doug Gagnon was replaced by Steve Sherwood. The project director was Jim ' Turner. Karen Hartgen, RPA, was the principle investigator. ' Each of the 237 screened shovel tests was 40 centimeters (15.75 inches) in diameter. The locations of the tests,numbered 1-145 for Gilbert Road(including two confirmation tests, 108N and 108S), 200-243 for Kaydeross Park Road, and 250-295 for Union Avenue, are recorded on two project maps (Maps 2 and 3). Soil from each test was sifted using a 0.25 inch (.63 cm) hardware mesh screen and was examined for cultural material. The strat i yr raphy of each test was recorded,including soil type,soil color, and depth of each stratum (Appendix I). Several pieces of field chert were recovered along Union Avenue. Historic material«as recon ered from an average of one test in seven. This material was collected and is catalogued in the Artifact Inventory(Appendix 2). Laboratory Procedures The artifacts obtained during the field work were brought to the Hartgen laboratoryfacility ctltty in North Greenbush for analysis. The artifacts were washed and air-dried,or brushed if washing was not appropriate. Each artifact was assigned a catalog number and a computerized inventory was generated using the Microsoft Access software program (Appendix 2). Items were grouped and described according to type, material,and other attributes. Counts and weights of individual items or groups of similar items from the same location were recorded. Field Results - Gilbert Road Gilbert Road runs from NYS Route 9P to the south to NYS Route 29 to the north,a distance of about 6000 feet. 147 shovel tests were excavated along Gilbert Road,beginning at the south end and alternating either side of the road, resulting in mostly even-numbered shovel tests on the west side and odd-numbered tests on the east side of the road. Photos 1-10 record this stretch of road from south to north. Many of the test pits encountered a dark grayish brown sandy humus overlaying • a dark yellowish brown sandy subsoil. The average depth of shovel tests in this area was 47cm. Two areas of wetlands were avoided during testing. ' Of the 147 tests,cultural material was collected from 28 locations. This material consisted mostly of historic materials such as bottle glass,iron nails,and ceramics. Two tobacco pipe bowls, one nearly complete, were recovered from STP 108. The bowl is ribbed with a leaf pattern on the exterior of the bowl; it probably dates to the late nineteenth century (Photos 11 and 12). A lack of a maker's mark or other distinguishing features prevented a more precise identification. Two ' confirmation pits excavated to the north and south of STP 108 did not turn up any other relevant cultural material. Investigation of the surrounding area uncovered a brick-lined manhole, possibly for an abandoned sewer, in a wooded area approximately 20 feet west of the road (see Map 2 for location, also Photo 13). The intake and related underground conduit are presumably of some Hartgen Archeological Associates,Inc. January 2001 1 Phase IB-Archeological Survey-Saratoga Springs Water 3 antiquity since modern construction techniques use precast concrete collars for such features. The ' apparent alignment of the underground conduit seemed to run northeast by southwest and may continue beneath the present road. Near the northern end of Gilbert Road, large deposits of fill mixed with cultural material were encountered. For example, STP 133 contained ceramics, bottle and window glass, an iron ' hinge, a safety pin, and more than 60 cut iron nails, as well as several clay bricks which were not collected. This was in the general vicinity of an old garage, behind which were large piles of brick debris as well as old logs {Photo 14). This debris is similar to that found in the shovel tests in this ' area and may comprise fill material used to build up and level the ground surface on nearby properties. ' Artifacts recovered from the shovel tests were a combination of historic debris and modern trash. Some of the artifacts were tentatively dated to the late 18`h and early 1.9`h centuries, although no intact historic features were encountered. Typical artifacts were glass, ceramics. and iron nails, as well as a number of brick fragments that ;,ere not collected. The scattered distribution of artifacts along the entire length of Gilbert Road suggests that this area has been inhabited for a long period of time and that there is a probability of encountering other historic remains along this stretch. ' Kaydeross Park Road ' Approximately 2500 feet of Kaydeross Park Road was tested, from the point where the proposed transmission main encounters the road at the Spencer driveway to the northern end of the t road where it meets Crescent Avenue. A total of44 shovel tests,numbered 200-243,were excavated along Kaydeross Park Road(Map 3). Testing originated near the nineteenth century cemetery and proceeded northward, alternating even-numbered shovel tests on the east side and odd-numbered tests on the west. Photos 15 and 16 show the southern stretch of Kaydeross Park Road. Typical soils encountered were a brown to dark grayish brown sandy silt overlying a dark yellowish brown sand. The average depth of shovel tests was 53cm. Only two tests produced cultural material. consisting of bottle glass and a cut iron nail from STP 206, and a piece of polychrome earthenware from STP 226. Heavy disturbance was observed ' in this area, resulting from utility installation within the same right-of-way proposed for the water transmission main. Previously excavated trenches that had been subsequently backfilled showed instances of vertical stratigraphy \\hen a trench edge was encountered during shovel testing. ' Consideration must also be yen to the fact that the nineteenth centurycemeterylies than ten feet from the ed o Iia\,1,:n,ss Park Road (Photo 17). Several of the headstones lie close to the fence and face to ard the road. ,eggesting that the interments may in fact extend beyond the fence limits. The large diameter of the transmission main will necessitate a wide excavation for its installation; it may not he possible to accommodate this trench between the graveyard and the existing edge of pavement. Jan nary 2001 I Phase IB-Archeological Survey-Saratoga Springs Water 4 Union Avenue A total of 46 shovel tests,numbered 250-295,were excavated along approximately 2500 feet ' of Union Avenue (Photos 18-20). Due to the heavier volume of traffic along this route it was decided to proceed on one side of the road and return on the other, as opposed to the alternating system used on the previous two areas. Therefore, Shovel Tests 250-273 run northward along the east side of Union Avenue while Tests 274-295 run southward along the west side of the road. Typical soils encountered were a dark brown to very dark grayish brown sandy silt overlying a yellowish brown sand. The average depth of shovel tests in this area was 53cm. A 500 foot section along the east side of Union Avenue from Kaydeross Park Road to a point opposite Water\icy\ Drive had been previously tested in 1977 during the sewer survey conducted ' by Gary Bei and was therefore not retested. The western side of Union Avenue opposite this stretch was not tested because it was disturbed by a combination of road construction and landscaping for the adjacent housing development. ' Five shovel tests recovered cultural material, including bottle glass, six cut iron nails. and part of a bicycle reflector. Several pieces of chert were recovered but were not interpreted as ' precontact lithic material. ' Much disturbance was observed during roadside testing on Union Avenue. For example,in STP 288 a Niagara Mohawk caution tape was encountered at a depth of 47 cm warning of a buried gas line(Photo 21). As Photos 19 and 20 demonstrate,a sewer line runs along the east side of Union ' Avenue. This has resulted in previous disturbance of the area. As a result shovel tests were moved further from the roadside in an attempt to test other possible alignments for the transmission main (see also Photo 22). DISCUSSION In general,the project director was unsatisfied with the results of the field investigation. The developmental state of the project had yet to decide a precise alignment for the transmission main which necessitated testing along both sides of the roadway. Due to the hi c;111: developed state of the ' neighborhoods surrounding these roads, numerous utilities have been buried \ithin the roadside right-of-ways, the preferred location for the proposed transmission main. Unless these utilities are to be relocated,an alternate route for the transmission main will be needed. As a result,the area of ' potential effect for the project will change making the present investigation of the original alignment irrelevant. Finding an alternate corridor for the large diameter transmission main may present serious challenges to this project. The alignment along Gilbert Road seems the least problematic of those areas tested. The ' road itself appears on the earliest maps examined of the area. dating to 1856. The precise alignment of the road has changed slightly over the intervening years as the transportation needs of horse-drawn Hartgen Archeological Associates, Inc. Residential occupation of the area is also shown on Ithese early maps, including the residence of S. Gilbert. presumably the road's namesake. It is therefore not surprising that a \Anne of nineteenth century debris and household artifacts were ' encountered during testing of this area. Since the proposed transmission main will require a continuous trench through the area for installation it should be assumed that additional cultural material will be encountered during these excavations. As for possible occupation sites, it does not appear that any historic dwellings were located near enough to the road to be disturbed by the proposed construction. However, there may be unidentified underground features,such as the brick-lined sewer discovered near STP 108,that could be run across during the course of excavations. ' Proceeding southward through the project area. w e can now consider Union Avenue. This road makes the closest approach to the shores of Saratoga Lake of any of the test areas. However, the lakeshore in this area consists of a steep escarpment making it a less likely site for precontact occupation than a location with easier access to the water. Union Avenue appears on the earliest maps of the area and it is possible that this is a route predating European settlement in the region. As one of the few routes between Lake lonely and Saratoga Lake, Union Avenue has experiences significant disturbance through various e pi so,Ics of road construction,utility installation, and housing construction. As mens!oiled abo\c, 1111C ruts along the west side of Union Avenue while a sewer line runs along the east side. Thi: `vc,uId appear to present some difficulties with installing the proposed transmission main along the same alignment. t The situation is similar along Kaydeross Park Road. Significant disturbance was noted ' during shovel testing along this roadside also. The close proximity of the nineteenth century cemetery could also present difficulties if the proposed excavations run too close to the interments; care should be taken to avoid this area. The road know known as Kaydeross Park Road appears on ' the earliest maps reviewed. These maps also record the names of the Ramsdill family members buried in the cemetery. Site reconnaissance during the field investigation identified several likely locations along the proposed alignment that are suspected to contain cultural materials. These exist within the Spencer property and possibly represent the extent of the precontact lakeshore,before filling activity pushed the old Kaydeross Park lands out into the lake. These areas were not tested due to a lack of landowner cooperation but will need to be tested in order for this project to proceed. 1 1 ' Hartgen Archeological Associates, Inc. January 2001 ' Phase IB-Archeological Survey-Saratoga Springs Water 6 ' RECOMMENDATIONS The preliminary nature of these exploratory investigations demonstrate the fact that a final alignment for the proposed transmission main has yet to be determined. The completed shovel tests can provide information useful in making this determination. However, if the final alignment deviates from the areas that have been tested,new areas will be assessed as to the need for testing. 1 Additionally,testing is required for the portion of the alignment through the Spencer lands,between Kaydeross Park Road and the location of the pumping station on the shore of Saratoga Lake. 1 I I I I 1 1 1 Hartgen Archeological Associates, Inc.
