I , in the City of Saratoga Springs, on an application for preliminary subdivision plat review of a 5-lot conservation subdivision within the Rural Residential District with the Planning Board who met on June 25, 2020 and made the following decision(s) with a 7-0 vote (In favor: Torpey, Fabozzi, Horton, Boivin, Bonitatibus, Mayo, Jenks): In accordance with 6 NYCRR Part 617, the Planning Board classified this request as an Unlisted Action. Ei Issued a Negative SEQRA Declaration on June 25, 2020 Ei Issued preliminary subdivision plat approval of a 5-lot conservation subdivision as per the requirements set forth in the City of Saratoga Springs Subdivision Regulations with the following conditions: • Final subdivision plat and conservation easement language shall reference the Planning Board's Conservation Area and No-Cut Buffer Policy. • Conservation easement language shall be incorporated into the property deed, approved by the City Attorney, and include reciprocal rights of enforcement by all property owners of the provisions of the conservation easement. • In lieu of installation of pedestrian accommodations along the Louden Road and Bog Meadow Run frontages the applicant shall contribute $25,000 toward a feasibility study and/or construction of a multi- use trail on the North side of Louden Road. This amount was determined by the length of the Louden Road frontage and the construction cost per LF of a multi-use trail as determined by DOT and upon recommendation by the Complete Streets Committee and the City along with the Town of Wilton and Saratoga County in furtherance of the shared long-term need for trail connections in this area. • The Planning Board recommends that the City Council use the required fee in lieu of dedication of recreational lands toward the public benefit of the abovementioned multi-use trail. This approval shall expire one ( I ) year from the date of approval if final plat approval has not been granted as set forth in the City of Saratoga Springs Subdivision Regulations Article II.
