RE: SCPB I2eferral Review #1-50-Site Plan Review-Tait Laae I2eserve (NRP
Properties)
New construction of 202 apartment units within 12 buildings on 12 acres (3
existing parcels).
Location: Tait Lane and Allen Drive (off NYS Route 9P/Church Street)
165.-2-7, 6 and 4.12
T-4 Zoning District
Received from the City of Saratoga Springs Planning Board on May 18, 2020.
Reviewed by the Saratoga County Planning Board on June 18, 2020.
Decision: No Significant Countywide or Intercommunity Impact
Comments:
The project area for the proposed new residential dwelling units has been before the
Saratoga County Planning Board (SCPB) for past reviews:
May, 2018 -to amend zoning of 6 parcels from Warehouse District to T-4
October, 2018-amend zoning of additional 5 parcels on east side of Allen
Drive, from WD to T-4
March, 2019-for the necessary Special Use Permit
The proposed project conforms to Comprehensive Plan and is compatible with the
surrounding neighborhood and the immediate area's zoning districts and the proposed
uses within them: T-5, T-4, UR-4, and miYed-use developments (T-5) associated with
Station Park, Intrada/Vecino, Askew, and Faden.
The NRP Properties proposed development involves 90 units in 7 buildings and 112
units in 5 buildings. We note that the 600 s.f. of office space now listed in application
materials is a considerable reduction from what initially was presented as being 5,000
s.f. to provide for the med-use aspect of the project. All parking is designed as
surface parking. The site is served by public water and sewer.

Previously the county planning board addressed the need for the city to take a good
look at any issues which related to or may result from access from Church Street,
internal traffic circulation as it relates to Tait/Church and the new internal
intersection, and the potential for exacerbated turn movements to and from the site.
We continue to believe that there may be the need closely review a means of regulating
the movement and flow at these turning points; but, we note this to be a local review
criteria.
