RE: 15 Rock Street—Exterior Alterations

The Saratoga Springs Preservation Foundation has reviewed the application for exterior
alterations at 15 Rock Street.
Board of Directors The house at 15 Rock Street is located in an Architectural Review District. It was built circa
Adam N.Favro 1867 and features a prominent front-gable,overhanging eaves with decorative brackets, full-
President width porch, stone lintels and sills, and a two-story bay window. It is an important example of
a late Greek Revival brick residence with Italianate influence that retains much of its original
James Gold integrity. Therefore it is eligible for listing on the National Register of Historic Places.
Vice President
Dmitriy Yermolayev The Foundation has only one objection to the proposed east elevation fenestration changes of
Treasurer the non-historic addition. The proposed sliding glass door is not appropriate. The Foundation
Linda Harvey-Opiteck recommends that the proposed sliding glass door be changed to French doors to match the other
Secretary proposed doors of that elevation.
Jaime Butler-Binley The Foundation strongly objects to any of the proposed changes to the historic window
Caroline Cardone fenestration. Per the Windows and Doors Historic District Design Guidelines:

John Haller . Original window size and location should be preserved. Do not replace windows with

Richard King The Foundation does not object to the additions of windows to the north and west elevation.
Stephen Kyne However,the size of the window to be added to the west elevation should be in keeping with

Cindy Spence there was no information included in the application regarding the condition of the existing
Matthew Veitch windows; specifications for the proposed replacement windows; and the proposed window
James Kettlewell wells.Additional information is needed for review.

The application indicates that the west two-story porch will be rebuilt in-kind. Based on the
photographs submitted,it does not appear that the entire porch needs to be reconstructed. The
Executive Director Foundation recommends that repairs as needed be made to the existing porch. The use of

composite materials for replacing the existing decks is not appropriate. The Foundation
Membership& recommends the use of wood.

Nicole Babie The Foundation does not object to the proposed changes to the north elevation as they are not
visible.
