Subdivision
A proposed 5-lot conservation subdivision involving two parcels (1-SS, 1-W) totaling
11.74 acres, to create 4 new building lots in addition to an existing parcel designed
around an existing single-family home. Lots will have separate driveways to existing
roads (Louden Rd. and Bog Meadow Run) and will be serviced by private water and
septic.
Location: Louden Road, south side at town/city municipal line and Bog Meadow Run.

Reviewed by the Saratoga County Planning Board on June 18, 2020.
Decision: No Significant Countywide or Intercommunity Impact
Comment:
The proposed subdivision is designed under the Conservation Subdivision standards
of the city's RR Zoning District for which normal lot sizes are of a 2-acre minimum lot
size. Under Conservation Subdivision guidelines, however, RR zoning requirements
regarding size/bulk are not applicable and is recognized in lot sizes below the 2-acre
minimum.
The development of the subject parcels do not involve the standard type of constrained
lands normally found in a conservation subdivision: no wetlands, no steep slopes, and
no land located in a floodplain; therefore, a conservation area of lands comprising a
"crest" area with a viewshed has been designated.
One thought related to conserved lands for this site which was discussed by the SCPB
was if a 15-20'wide strip of land along the western boundary of the subject property,
adjoining the lands of Stone, and running north and south from Louden Road to its
terminus had been considered for incorporation into the conserved land for later
development of a segment of the city's trail system. Such a designation may also
provide incentive for a similar planned design when lands of Stone are developed.

We understand that the city's Complete Street Advisory Committee is looking at this
subdivision as one piece in the trail/sidewalk component of development in and
around the Weibel Avenue and Louden Road area. We would encourage pursuit of
intermunicipal cooperation to create connections to existing and planned trails
involving the city of Saratoga Springs, the town of Wilton, and Saratoga County (see
attached maps showing the city's trail plan and the proximity to a possible connection
to the county trail system near Louden just east of this site). Additionally, the pursuit
of funding through outside agencies for development of an expanded trail plan
involving the three municipalities should not be overlooked. All three municipalities
work well with and are familiar with programs offered competitively through the
Capital District Transportation Committee and application for funding a linkage
study/plan or a trail feasibility study may be well received.
