Adam N.Favro The residence at 106 Regent Street is one of the few remaining examples of the Gothic President Revival style in Saratoga Springs. It is believed to have been built prior to 1856. The James Gold 1856 Bevan Map is the first to show the building which has always been set back on a Vice President large corner lot with a grove of trees. Linda Harvey-Opiteck Secretary As previously stated in 2014, the property is immediately adjacent to the Canfield Dmitriy Yermolayev Casino-Congress Park-Circular Street Historic District listed on the National Register of Treasurer Historic Places. In 1987 a Certified Local Government grant underwrote a survey of the Matthew veitoh White Street/Regent Street area and determined that 106 Regent Street was eligible for Past President listing on the National Register of Historic Places. It was recommended that it be added as a contributing building to the Canfield Casino-Congress Park-Circular Street Historic Jaime Butler-Binley District. Unfortunately, none of the properties identified in the surveywere added to the Caroline Cardone Y' p p Giovanna D'Orazio National Register of Historic Places or to the Local Historic District. Steven Dodds Brennan Drake The siteplanprovides no information as to the orientation, mass, scale, height, Sandra Fox g John Haller fenestration, design, and materials of the building so it is difficult to determine if the Liz Israel proposed single-family residence will have any negative impacts to the existing historic Samantha Kercull Douglas Kerr residence or the adjacent historic district. Therefore, the Foundation has significant Richard King concerns about the proposed single-family residence. To mitigate the negative impacts of Stephen Kyne a new single-family residencebeingconstructed, the followingHistoric District Design William McCarthy g Y Dorothy Rogers-Bullis Guidelines for New Construction—New Buildings should be followed: Cindy Spence • ArchitecturaI styles for new construction should reflect and represent the period James Kettlewell in which it was built. The style of new construction should be compatible with emeritus surrounding buildings but should not give the false impression of being historic. Construction methods and materials can differentiate new construction from Executive Director historic structures. Samantha Bosshart • The placement and orientation of new buildings should be consistent with Membership& neighboring buildings. Maintaining a consistent streetscape and facade setback Programs Director is recommended. Nicole Babie • Building mass should be appropriate to the size of the lot. A large lot can generally accommodate a larger structure, while a small structure is more appropriate for a smaller lot. 112 strcct. Suite 2,13 Saratog.t 5prin_--<. NY 12mr,r, P S18-S47-51130 • Building height and scale should be consistent with the existing streetscape and neighboring building patterns. Historic streetscapes often have a variation in building scale and massing that contribute to the visual interest and unique historic character of the street. Variation is promoted, but extreme difference should be avoided. • New construction materials should be compatible with and complement the surrounding historic buildings. Contemporary materials may be used provided they do not negatively impact historic character of the neighboring buildings. The use of vinyl is discouraged. In addition, the Foundation objects to the third curb-cut and driveway. However, the Foundation is pleased that the applicant is committed to retaining/re-setting the existing historic brick sidewalk which is a contributing feature of the property. The Foundation typically does not object to a property subdivision. However in this instance, without additional information regarding the proposed structure, the Foundation is unable to support a subdivision at this time. The Foundation respectfully requests that you take these concerns into consideration when reviewing of this application.
