Dear Mr. Marshall:
Creighton Manning Engineering, LLP has completed a trip generation assessment for the proposed re-
development of the existing Stewart's Shop located on the south side of Lake Avenue (NY Route 29)
between Weibel Avenue and Gilbert Road in the City of Saratoga Springs. This evaluation is based on
information provided in the site plan prepared by Stewart's Shops included under Attachment A.
1.0 Project Description
The proposed project includes construction of a 3,700 square foot (SF)Stewart's Shop convenience market
with six gas pumps with twelve fueling positions at 402 Lake Avenue (NY Route 29). The project site will
remove the existing 2,300 SF Stewart's Shop which has four gas pumps with eight fueling positions. Access
to the site is currently provided via one full access driveway on Lake Avenue and one full access driveway
on Gilbert Road. The existing driveways will be maintained. The project is expected to be completed and
operational in 2021.The study area is shown on Figure 1.
2.0 Trip Generation Assessment
Trip generation determines the quantity of traffic expected to travel to/from the site.Trip generation data
was collected at the existing Stewart's Shop convenience market driveways on Thursday, January 9, 2020
during the morning peak period from 7:00 to 9:00 a.m. and during the afternoon peak period from 4:00 to
6:00 p.m. (included under Attachment B). The data collection indicates that there were 190 vehicle trips
(105 entering and 85 exiting) during the AM peak hour and 208 vehicle trips (107 entering and 101 exiting)
during the PM peak hour.
Based on the site specific traffic data, the existing 2,300 SF gas station is generating approximately 82.6
vehicle trips/1,000 SF during the AM peak hour and 90.4 vehicle trips/1,000 SF during the PM peak hour.
The rates calculated from field observations of the existing Stewart's Shop convenience market are higher
than the AM and PM peak hour rates published by ITE for a Convenience Market with Gasoline Pumps(LUC
853).The trip generation for the proposed re-development was estimated using the site specific trip rates
assuming that the Stewart's Shop will continue to generate trips at a rate consistent with current
operations.
It can be expected that some trips to the proposed gas station/convenience market will originate from
traffic that is already passing the site on Lake Avenue and Gilbert Road. Pass-by trips are vehicles that will
stop at the site before continuing on to their primary destination. For example,a driver traveling eastbound
on Lake Avenue leaving work may stop at the convenience store and then continue eastbound towards
home. This type of trip would be considered a pass-by trip. Based on a review of data published by ITE, a
pass-by trip percentage was applied to trips generated by the site.

The proposed re-development of the site consists primarily of an expansion of the existing land use;
therefore, the proposed total external trip generation of the site was reduced by the amount of external
trips currently generated by the site in order to determine how many new trips the development will
generate.The peak hour trip generation estimate is summarized in Table 2.

Accounting for pass-by trips,the proposed development will generate a total of 46 new vehicle trips during
the AM peak hour and 45 new vehicle trips during the PM peak hour.The total number of trips expected at
the Site Driveways is the sum of the new trips and the pass-by. It is noted that the distribution of travel in
and out of the site will result in a maximum increase of approximately 16 new trips on any one approach of
an intersection located adjacent to the project site.
3.0 Trip Generation Conclusions
The trip generation estimate indicates that this project will generate a total of 46 new vehicle trips during the
AM peak hour and 45 new vehicle trips during the PM peak hour.
