consideration of SEC�RA� Lead Agency (area variances� for the
redevelopment/expansion of this facility for a 4,�30 sq. �t.
convenience store with two self-serve gasoline canopies in the Rural
Residential (RR) District.
Dear Land Use Board Members,
I am writing to share an idea that was proposed many years ago but was
never able to be acted upon.
My comment involves the intersection of Gilbert Road and Lake Ave. when
cars are turning left onto Rt 29 (west) from Gilbert Road to go into town or
towards the Mall.
I have lived at 63 Piping Rock Circle for 40 years now. Residents have
witnessed this intersection becoming more dangerous due to the East of
the Northway and Saratoga Lakeside residential development that has
blossomed. This left turn, as well as the attempt to quickly get all the way
across Lake to turn right onto Weibel, have been referred to by many
neighbors as the "Hail Mary Crossing".
The Plan discussed years ago involved redirecting the current Gilbert Rd.
to go behind the 402 Lake Ave Stewart's Shop, with the goal of the "new
Gilbert" ending at the Weibel Road traffic light.
Then this Plan went on to close off the current Gilbert Road since traffic
would be diverted onto this new section of Gilbert Road.

The biggest obstacle to this Plan was, and still is, that the Anderson's (Gail
and possibly her family?) own that parcel abutting Stewart's on the wes�
side. I am not sure that they would be willing to "donate" any of fiheir land?
Or could the City exercise the Eminent Domain rule? Maybe this Plan could
work using the City's "right of way" portion of Rt 29?
I do know that Ex-Councilman, Dr. Chris Mathiesen contacted NYS DOT to
ask the State to lower their current 45mph speed limit to 30mph on Lake
Ave., Rt 29, going in both directions since Lake Ave. is entering our City.
Despite multiple accidents over years afi this dangerous intersection, NYS
at that time, said "no".
I have no concerns or worries about the expansion of Stewart's. This
Company is well respected and an asset to our community. But if there is
any way that our City Planners could incorporate a "Gilbert Road
redirection" to bring Gilber� directly in linen with the Weibel Road traffic
light, this seems like the least expensive way to fix an extremely
treacherous intersection. And now with the variance that Stewart's is
seeking and the new construction that will be done, this seems like the
opportune time.

make this possible.
