In the matter of the application

Caruso Market Demo & 2-family Residence Construction

involving Architectural Review of the demolition of an existing structure (formerly Pepper’s) and the
construction of a new 2-family dwelling within the Urban Residential-3 district, tax parcel #166.45-3-46
within the City of Saratoga Springs.
In accordance with 6 NYCRR Part 617, the Design Review Commission classified this action as a SEQRA Unlisted
Action. The DRC reviewed the submitted SEAF Part I and evaluated any potentially adverse environmental
impact as part of this action. Based upon the information provided and the analysis conducted, including any
supporting documentation, the DRC determined that the proposed action would not result in any significant
adverse environmental impacts and has issued a SEQRA negative declaration.
And, in accordance with the objectives, standards and guidelines contained in the City Zoning Ordinance Article
240-7.5 Architectural Review, the Design Review Commission issues the following decision on May 13, 2020:
Approve with the following conditions:
Approval for Mass and Scale only to allow the applicant to move forward with the permitting process.
Applicant to return for final review of fenestration, materials and details.
Note: this approval shall expire 18 months from the issuance date unless any necessary building permit
has been issued and actual work begun.
Record of vote: motion to approve made by LDiCarlo, seconded by ESheehan: passed 7-0

As a result of this decision, the applicant:
may proceed with the proposed project as approved
