The Saratoga Springs Preservation Foundation has reviewed the application for the
exterior modification and roof replacement at 41 George Street.
Boaraotnire�tors The circa 1892 Queen Anne style residence is a contributing building to the East Side
AaaT„N.Fa�ro Historic District listed on the National Register of Historic Places.

James Go1a �e applicant proposes to remove the east facade porch. Historic documentation shows
vi�e Presia�t that this porch built between 1900 and 1950 was previously enclosed and unenclosed.
Due to the multiple changes, the Foundation does not object to its removal.

Membe�•snip& The applicant has not demonstrated that the historic front door cannot be repaired and
P�•°g�•a"'s�'�•eCt°�• replaced. Doors are a major building element that should be preserved per the Historic
Nioo�e Babie Review Ordinance. Should the door not be able to be repaired and preserved, the door
should be replaced in-kind and the original trim details should be maintained. The style
of the replacement doors for the front and side doors is not in-keeping with the style of
the house.

The applicant also proposes to replace the existing historic slate roof with composition
shingles. Other than a written statement from a contractor that states that the roof can be
repaired, there is no photographic evidence of the condition of the existing historic roof.
Per the Historic Review Ordinance:
240-7.10 Major Building Elements
(4) Roofs. Features that give a roof its essential historic character shall be preserved
whenever possible. Roof designs for new structures shall be compatible with
surrounding buildings.
The intent of the City of Saratoga Springs Historic Review ordinance is to preserve as
much of the historic fabric of our community's historic resources as possible. The
Standards state:
A. Preserve rather than remove
Distinguishing original features of a structure or site are essential to the historic
quality and character of that site. Distinguishing original qualities or character of
a structure, site and/or its environment shall be preserved and protected to the
m�imum extent possible. Destruction or alteration of any historic material or
distinctive architectural features should be avoided.
B. Repair rather than replace
Distinctive architectural features that characteriae a structure or site shall be
repaired rather than replaced whenever possible. If replacement is necessary, the
replacement materials should match the original in composition, design, color,
texture and other visual qualities.
Per the Historic District Design Guidelines for Roofs:
• Repair and maintain original roofing materials whenever possible.
• If replacement is necessary, the roof should match the original design, siae,
shape, materials and texture or should be based on historic evidence. If no
historic evidence is available, the roof should match in design and materials the
architectural style and period of the historic building.
The Foundation recommends the repair and retention of the existing slate roof material or
replacement in-kind.
