Project Summary
The Louden Road Residential Conservation Subdivision Project (herein referred to as "The Project")
involves the subdivision of three (3) existing tax parcels totaling 11.74±acres within the City of Saratoga
Springs and the Town of Wilton into five (5) building lots (one existing developed lot to remain, and four
new building lots). The Project area has frontage along Louden Road and Bog Meadow Run.
The Project area consists of one existing residence, garage, and driveway, and undeveloped woodlands.
The existing residence is serviced by well and septic. The proposed building lots will also be served by
wells and septics. The portion of the Project located within the City of Saratoga Springs resides within
the "Rural Residential" (RR) zoning district. The Project has been designed in accordance with the City's
conservation subdivision regulations. After development of the Project, all proposed homes will be
located within the Saratoga Springs municipal boundary.
Each lot will consist of a "development envelope" surrounded by deed-restricted conservation areas
consistent with the conservation subdivision regulations. Lots have been clustered to reduce
environmental impacts located to mitigate visual impacts from public streets and to maintain the
current character of the neighborhood. Development envelopes have been located to protect the areas
of the property identified by the Saratoga Springs Open Space Advisory Committee as having the most
conservation value. Proposed driveways have been designed in accordance with AASHTO sight distance
requirements and in accordance with New York State Residential and Fire codes. Proposed lots have
been arranged to provide minimum horizontal separation distances between wells and septic systems.
Louden Road is a Town of Wilton road. The Town Engineer and Highway Department have reviewed
and approved the location of the driveway for Lot 4. See attached correspondence.
In the RR District, the conservation subdivision regulations require a minimum of 50% of the land be
placed into conservation easements. The proposed design meets this requirement.

Conservation Analysis
An existing conditions conservation analysis was performed for the Project in accordance with the City's
conservation subdivision regulations. The purpose of the analysis was to determine the presence (or
absence) of constrained lands as defined by the City code as well as other environmental features not
defined by the code but worth preservation. The analysis performed included a desktop review of
online environmental datasets, and review in the field of actual site conditions. Field studies performed
include wetland delineation, hardwood tree inventory,topographic survey, and visual analysis.
To assist with the conservation analysis, the attached Application for Conservation Subdivision Plat
Completeness Checklist was used. This checklist provides an itemized list of environmental features that
were evaluated as part of the analysis. The findings of the analysis are shown on drawing "C2
Conservation Analysis Map" provided in the Project Plans, and the impacts and mitigation measures are
summarized as follows:
Finding No.1—No constrained lands as defined by the City code are present on-site
It was determined no jurisdictional wetlands, steep slopes (>25% and >2,000 sf contiguous area), or
areas within the 100-year flood plain were present on the parcel.
Finding No.2—The Project area possesses wooded areas>1 acre in size.
The project area is nearly all wooded, and therefore consists of wooded areas > 1 acre in size. To
mitigate the effects of development on the woodlands, a hardwood tree inventory was completed
as part of the site survey. It determined the location and size of hardwoods throughout the parcel.
The inventory determined a larger concentration of hardwood trees existed in the western central
portion of the Project area. The proposed subdivision layout has been designed placing the vast
majority of hardwoods within deed-restricted conservation areas.
Finding No.3—The Project area possesses some uncommon trees by virtue of size and age.
The hardwood tree inventory study identified a 60" oak, 40" willows, and a 70" maple as unique
trees due to their apparent age and large size. These trees are located beyond the proposed
development envelopes, and therefore will be preserved and not impacted by the Project.
Finding No.4—Partial vegetated buffering to adjacent properties exists.
The wooded character and topography of the parcel provides a partial vegetated buffer between
the Transect Zone 4 Urban Neighborhood (T-4) parcel to the west and the Bog Meadow Run
neighborhood. The proposed design will provide a permanent 205'-0" wooded buffer between the
Bog Meadow Run development and the T-4 zoned parcel to the west.
The proposed subdivision design will provide protected vegetated buffers between all existing and
proposed lots. Refer to the Project Plans for more information.

The Saratoga Springs Open Space Advisory Committee walked the property and determined the natural
resource possessing the greatest conservation value were the second-growth forested areas on the
parcel. These hardwoods are located along the western boundary of the property and along the east-
west"ridge" that runs through the center of the project area. These hardwoods will all be protected by
conservation areas as shown on the Project Plans.
Water and Sewer Service
The proposed building lots will be serviced by individual drilled wells and on-site sewage disposal
systems similar to the adjacent Bog Meadow development.
On site soil testing was performed and confirmed the site's suitability to support conventional sewage
disposal systems. Test pits excavated identified predominantly loamy fine sands with no groundwater
or bedrock encountered.
Proposed wells will be constructed and located in accordance with NYSDOH requirements. Wells will be
drilled to draw from the existing unconsolidated aquifer known to exist in the area. Expected yields
range between 1 and 20 gpm.
Wells will be located in a manner to ensure minimal chance of contamination. Each well will be located
upgradient and at least 100 feet from any sewage disposal system. Where this is not feasible,wells will
be located a minimum of 200 feet from any sewage disposal system.
Stormwater Management
The nature of the Project (single-family residential subdivision), and soil disturbances of more than one
(1) acre but less than five (5) acres, and less than 25%of impervious cover at full build-out, results in the
Project requiring preparation of a "Basic SWPPP" including only erosion and sediment controls, pursuant
to Appendix B of the NYSDEC SPDES General Permit(GP-0-20-001) and City Zoning Code.
The site's existing hydrology and soil characteristics results in high amounts of infiltration and virtually
no off-site stormwater discharges. After development of the Project, existing drainage patterns will be
maintained, and there will be no increase in post-construction stormwater runoff. The site has two
existing "low areas" that collect and effectively infiltrate stormwater runoff. As such, no post-
construction stormwater controls are required.
Land disturbances associated with the Project equal approximately 2.75±acres.

SEQRA—Endangered Species and Cultural Resources
A determination request was sent to the New York State Natural Heritage Program and to the US Fish
and Wildlife Service (USFWS) to evaluate the Project's potential to impact a listed, endangered, or
threatened species or critical habitat. The Natural Heritage Program issued a determination letter for
the Project indicating the potential presence of the Karner Blue Butterfly and Frosted Elfin. The USFWS
issued a determination that identified the potential presence of the Northern Long-eared Bat and the
Karner Blue Butterfly.
A site visit was conducted in October 2019 to assess the site for the potentially identified species. The
results of the site visit indicated no habitat existed to support the Karner Blue Butterfly or Frosted Elfin,
and no evidence was found of their presence on site. The site visit found some potential summer
roosting locations suitable to the Northern long-earned bat. As a result, these locations were identified
in the field, and any impacts to them will be conducted in accordance with standard NYSDEC and USFWS
directives.
A determination request was sent to the New York State Office of Parks, Recreation and Historic
Preservation (NYS OPRHP) to evaluate the Project's potential to impact cultural or historic resources.
NYS OPRHP issued a "No Effect" letter for the Project indicating there will be no impact on
archaeological and/or historic resources listed in or eligible for the New York State and National
Registers of Historic Places.

The City of Saratoga Springs Complete Streets Policy will encourage the development of a complete streets
network throughout the City to create a more balanced transportation system. The Policy shall be consistent

I have looked at the development plan. Based on the deep hole tests that I witnessed,the percolation
tests performed, and historic soils data from adjacent subdivisions, I find the number of percolation
tests sufficient for DOH purposes. I do not believe adding a second test is necessary at this phase. In
addition, before each lot is developed additional percolation tests are required. Let me know if you
have any other questions.

The project was submitted to the City of Saratoga Springs Planning Board in January, 2020.
Upon review,the City's Designated Engineer (Chazen) issued a comment letter which included
the comment copied below:
• NYSDOH regulations state 2 percolation tests must be performed within the limits of each
proposed absorption field.The only lot that has a percolation test within the absorption field is
lot 5, and there is only 1.Additional testing is required in accordance with NYSDOH
requirements).
I discussed this comment with Chazen, and explained how the soil conditions were the same
throughout the project area, and that NYSDOH witnessed the soil testing that was
performed. Further, I explained how additional percolation testing would be required when
each lot submits its plot plan to the City for building permit. Chazen requested an email from
NYSDOH stating the soil testing conducted for the project was sufficient to NYSDOH. Could
you provide a response to this email stating this?

Ok thanks. Also, a quick heads up. I've decided to eliminate one lot off Louden Road. So the
driveway stake that is west of the existing driveway will be eliminated and you can disregard
that one.
The driveway stake between the existing house and Bog Meadow Run will be the only new
driveway location on Louden Road. The existing house and it's driveway will remain as is.

Subdivision Plans

11. In accordance with City subdivision requirements (City Code Chapter 241, Appendix H—General
Requirements and Subdivision Design Standards, Section 2-R), all applicants for proposed
subdivisions are to offer the City 10% Class A Type Usable Land, or an acceptable alternative
defined in the City Code. The plans do not indicate any land that has been offered to the City.
Please identify how the code requirement will be met.
The project proposes to pay the recreation fee in lieu of dedicating land.
12. Proposed grading shall be further refined to depict how surface runoff will be directed around
proposed homes and absorption fields.Additional spot grades may be necessary to clarify this.
Additional proposed grading has been added to the plans.
13. Silt fence shown on the erosion and sediment control plans are not shown parallel with contours
as required by New York State Standards and Specifications for Erosion and Sediment Control.

Silt fence has been revised to be parallel to contours, only. Notation is included on Drawing
C7 to install additional silt fencing as required during construction.
14. Insufficient information and detail are provided for the proposed septic tank and onsite disposal
system to verify compliance with NYSDOH requirements presented in "Residential Onsite
Wastewater Treatment Systems Design Handbook".Specifically, please show the following:
a. NYSDOH regulations state 2 percolation tests must be performed within the limits of
each proposed absorption field. The only lot that has a percolation test within the
absorption field is lot 5, and there is only 1. Additional testing is required in accordance
with NYSDOH requirements.
Correspondence with NYSDOH indicating their acceptance of the soil testing for the
project has been included with this submission. (Refer to email dated 4/28/2020)
b. The proposed septic system layout, showing the laterals, expansion area, septic tank
and distribution box locations for each lot.
The proposed septic system layout including laterals,expansion area, septic tanks and
distribution boxes for each lot have been added to drawing C6.
c. Proposed invert elevations of all system components along with top of concrete and the
finished grades over each component.
A table has been added to detail 4/C9 indicating the elevations of sewer system
components. Finished grade above trenches equals 2'above invert per detail 1/C9.

d. Certification and tightness testing requirements.
Septic tank water tightness testing requirements have been added to detail 6/C9,
Construction Inspection,Testing and Certification note number 4.
e. It appears the areas of the septic fields shown on the site plans are not consistent with
the basis of design presented for 4-bedroom homes on sheet C9 which will likely result
in a greater area of disturbance. Please revise accordingly.
The proposed sewage disposal systems shown on C6 have been revised to provide
additional information and are consistent with the basis of design presented on C9.
15. Please show the location of the water service connections and shutoff valves from each of the
proposed wells to the house on the Development Plan and indicate size and material of the
service.
The actual water system design will be based upon the final house design and conditions of
the developed well. Details 1 and 3 on Sheet C8 provide design criteria for the proposed
water service. Water service lines have been added to the Development Plan. No external
shut off valves are proposed.
16. Note, prior to the issuance of a building permit, two well yield tests shall be conducted twenty-
four (24) hours apart with one hundred percent (100%) recovery required between tests.
Results shall meet the requirements of the Water Quality Standards for Individual Wells, in
accordance with the City subdivision regulations and NYSDOH requirements.
The requirement has been added as Note 12 on Detail 3/C8.
17. Please indicate the locations of existing and proposed utilities (gas, electric, cable, etc.) on the
Development Plan.
Locations of existing and proposed utilities have been added to Sheet C6 Development Plan.
18. It appears that some of the driveway culverts may not have the required cover based on the
proposed inverts. Please verify.
Driveway culverts have been proposed to be constructed using HDPE N-12 pipe by ADS, Inc or
approved equivalent per detail 2/C10. These pipes require a minimum of 12" of cover. All
proposed culverts provide this minimum cover. The driveway for Lot 4 connects to Louden
Road at the highpoint of the existing roadside swale,and so no culvert is required.
19. Please provide a construction detail indicating material specifications and thicknesses of the
pavement sections for the proposed driveways.
A typical asphalt pavement detail has been added as Detail 5/C8.
